Is my asus ATI eah4850 dying?

Basically, recently my graphics havnt been as good as previously and my window borders are trailing big time, my 720p videos arent as refined as they used to be and there is a substantiaal difference from a few weeks ago, what do you think may be the cause, my graphics card?
