Don't you just hate it when you say hi to someone and, they don't respond?

She could be a rude woman. Or, you could give her the benefit of the doubt and ume that she didn't hear you- perhaps she was stressed or just focused on the upcoming meeting. In any case, one person's lack of response should not make you regret being polite- keep it up and others will appreciate it.
